Army Dress Blues Service Stripes?

I just ordered a set of service stripes from Marlow White (my first set). I'm National Guard and don't live near a military installation that can sew them on. The things are on a black background and don't extend all the way around the sleeves of the jacket. Before I have the family put them on the jacket, I need to clarify a couple things that AR 670-1 was vague on.

1. Leave the black background on. Its there so you tailor can more easilly sew the stripe onto the sleeve.

2. 1/4 to the edge of the gold stripe.

3. The stripe only goes on the outer half of the sleeve. The seams of the sleeve have to be opened, the stripe inserted at each end and the seam sewn shut again. That's why your tailor will charge you $20 or more to sew them on because its major surgery.

IMHO the Army should use service stripes on the Dress Blues like the ones on the Class As. They look better, are much cheaper and easier to sew on.
